Michael Garcia is a Vice President in Monument Advocacy’s Cybersecurity Practice, where he advises clients on cybersecurity, critical infrastructure security, artificial intelligence, emerging technology, and federal policy developments.

Prior to joining Monument, Michael served as Associate Chief of Policy at the Cybersecurity and Infrastructure Security Agency (CISA), where he led a team responsible for developing national cybersecurity, critical infrastructure, and emerging technology policies. In this role, he worked closely with the National Security Council, the Office of the National Cyber Director, and key federal departments and agencies to develop executive orders, national policies, and regulations on artificial intelligence, information sharing, cybersecurity incident response, and critical infrastructure resilience.

Earlier in his career, Michael served on the U.S. Senate Homeland Security and Governmental Affairs Committee, where he helped draft the Cyber Incident Reporting for Critical Infrastructure Act (CIRCIA) and supported cybersecurity provisions included in the National Defense Authorization Act.

He also held cybersecurity and national security policy roles with Third Way, the U.S. Cyberspace Solarium Commission, and the National Governors Association, where he worked with federal, state, and private-sector leaders to strengthen cybersecurity governance and resilience.

Michael is a recognized thought leader on cybersecurity policy and has published articles and reports with organizations including Lawfare, The Hill, the Council on Foreign Relations, New America, and Third Way. He was a 2023 Share the Mic in Cyber Fellow with New America, a 2021 Shawn Brimley Next Generational National Security Leaders Fellow with the Center for New American Security, and a 2020 Transatlantic Digital Debate Fellow with the Global Public Policy Institute.

Michael earned a Master of Public Administration in International Stabilization and Recovery Operations and a Bachelor of Arts in Political Science from James Madison University, graduating magna cum laude.
