Lawrence (“Larry”) Duncan III is a nationally recognized leader in government affairs, public policy, and corporate strategy with three decades of experience advising some of the world’s most iconic companies. A Partner at Monument Advocacy and named one of Washington’s top federal lobbyists by The Hill, Larry serves as a trusted counselor to Fortune 500 executives, guiding corporate engagement with Congress, the White House, federal agencies, and key stakeholders across the public and private sectors.


Larry’s client portfolio includes several premier global brands and national trade associations. His influence spans a range of highly regulated industries—from media, technology, and financial services to defense, homeland security, energy, and transportation. Known for his deep relationships with Democratic Members of Congress, Larry is a go-to advisor to corporations in Washington on legislative strategy, regulatory risk, and reputation management. He is also a policy advisor to non sibi ventures, a private equity firm backing minority-owned technology companies.


Prior to joining Monument, Larry founded Potomac Policy Advisors, a boutique consultancy advising Silicon Valley innovators on federal affairs. He previously served in a senior executive role at Lockheed Martin, where he directed federal and state government affairs and managed a $5 million political action committee. Earlier in his career, Larry practiced law at two of Washington’s premier firms—Patton Boggs and Verner Liipfert—representing major media and telecommunications clients. His professional journey began on the floor of the U.S. Senate, giving him a foundational understanding of policymaking at the highest level.


Larry also brings nonprofit governance experience and a strong commitment to civic leadership. He currently serves on the Board of Trustees and Executive Committee of Ford’s Theatre Society. He also is Vice Chair of the Alvin Ailey American Dance Theatre Gala and the Awards Gala for the March On! Festival.


Larry holds a B.A. in Government from Harvard University and a J.D. from the University of Virginia School of Law. He resides in Potomac, Maryland with his spouse Janell Mayo Duncan.
