Kate Christensen Mills is a partner at Monument Advocacy and leads the firm’s travel and transportation practice and the immigration specialty area. Kate’s expertise is in the homeland security, national security, immigration, and travel sector, but she also works extensively on technology and competition matters for clients.
An attorney with decades of government service, Kate draws on her experience in both the executive and legislative branches to help clients navigate complex policy matters. Through her strategic insights and nuanced understanding of policy dynamics, Kate has scored significant victories for clients in a wide range of issues.
Prior to joining Monument Advocacy, Kate served as an Assistant Director and a Deputy Assistant Director at U.S. Immigration and Customs Enforcement (ICE) for over five years. In these roles, Kate demonstrated leadership in strategic planning, legislative analysis, and stakeholder engagement, contributing significantly to the advancement of complex policy matters. Kate also served as senior counsel to Representative Zoe Lofgren, where she honed her skills in navigating legislative processes and advocating for key policy objectives. Prior to her federal service, Kate was the Assistant Director at the University of Maryland Center for Health and Homeland Security and began her career in federal service at the Federal Election Commission.
Kate is a graduate of Notre Dame of Maryland University and received her J.D. from the University of Maryland Francis King Carey School of Law.
