Joseph Hoefer is Chief AI Officer and a Principal at Monument Advocacy, where he advises companies and organizations on artificial intelligence, technology policy, and the rapidly evolving policy questions surrounding AI infrastructure. With more than a decade of experience in government relations and public affairs, his work spans AI, privacy, cybersecurity, emerging technologies, supply chains, and the energy and infrastructure needed to support the growth of advanced computing.
Joseph is a frequent commentator on AI policy and infrastructure, with analysis and commentary appearing in The Wall Street Journal, Financial Times, POLITICO, Bloomberg Law, The Hill, Tech Policy Press, and other national and trade publications. In 2024, the National Institute for Lobbying & Ethics named him one of its Top Lobbyists, recognizing his work in the advocacy profession.
Before joining Monument, Joseph served as legislative counsel at a technology policy consulting firm and worked on presidential, gubernatorial, and congressional campaigns. He holds a B.A. from the College of Charleston and a J.D. from the University of South Carolina School of Law. He has also completed advanced AI programs at Georgetown University and Harvard Kennedy School.
