Joel White is a Partner and leads the health practice at Monument Advocacy, as well as the President of the Council for Affordable Health Coverage. In 2025, he merged Horizon Government Affairs, the health policy firm he founded in 2007, with Monument Advocacy, creating one of Washington’s most formidable health care advocacy practices.
Joel’s career has been driven by a deep commitment to making healthcare more affordable for patients and families. That focus on affordability has driven more than three decades of work at the intersection of health care policy, politics, and business strategy. He advises Fortune 100 clients, directs coalitions of more than 200 organizations, and has helped enact over 50 laws, ranging from Medicare reform to drug pricing, small business coverage, medication adherence, and healthcare transparency.
Before building his firm, Joel served as Staff Director of the House Ways and Means Committee, where he helped drive landmark legislation, including the Medicare prescription drug benefit and Health Savings Accounts.
He is a frequent witness before Congress, an advisor to the investment community, and a regular presence at national policy forums. His analysis has appeared in The Washington Post, Wall Street Journal, New York Times, and Forbes.
Joel is a graduate of American University. Motivated by a deep commitment to strengthening communities, he founded Arlington Bridge Builders, an anti-poverty initiative in Virginia, and serves on the boards of the Schizophrenia and Psychosis Action Alliance and Chaddock Behavioral Health.
