Kelly Brings Hill, Administration, and Corporate Experience to Monument
WASHINGTON – Monument Advocacy today announced that Sean Kelly has joined Monument Advocacy as a Vice President of Public Affairs. In this role, based in Monument’s Washington, DC office, Sean will leverage his wide-ranging experience to advance the policy priorities of Monument’s clients navigating the intersection of transportation, technology, energy, and aviation policy.
Sean brings extensive experience in public affairs, strategic communications, and policy spanning more than a decade in Washington. On Capitol Hill, Sean spent nearly four years as Press Secretary to Congresswoman Cathy McMorris Rodgers (R-Wash.) on the U.S. House Energy and Commerce Committee, where he led communications strategy across the Committee’s commerce, technology, energy, and environment portfolio. He also served as a speechwriter to Transportation Secretary Elaine Chao, advising senior leadership on messaging and strategic communications for major regulatory initiatives. He most recently served as Director of Government Affairs and Public Policy at Atlas Air Worldwide, where he led engagement with Congress, federal agencies, and industry stakeholders on key aviation, environmental, and labor policy priorities.

Sean Kelly is a seasoned government relations and public affairs professional with deep expertise in transportation, technology, energy, and aviation policy. Previously, Sean served as Press Secretary to Chair Cathy McMorris Rodgers on the U.S. House Energy and Commerce Committee, leading communications for one of Congress’s most consequential committees during a period of landmark bipartisan activity on data privacy, broadband, AI, and energy policy. He also served as a Speechwriter in the Office of the Secretary at the U.S. Department of Transportation under Secretary Elaine Chao, advising senior leadership across the FAA, NHTSA, and PHMSA. He most recently worked at Atlas Air Worldwide, where he served as Director of Government Affairs and Public Policy, supporting the company’s Congressional and regulatory engagement strategy.
