C. STEWART VERDERY, JR.

After founding Monument Advocacy in 2006, Stewart has been the driving force behind the organization’s evolution into one of Washington’s premier advocacy firms. Stewart has served in high-ranking government positions and acts as a senior advisor to many of the world’s best-known corporate brands. Washingtonian has named Stewart one of the most influential people shaping tech and telecom policy, and he regularly appears on prominent media outlets.

Stewart served as the first Assistant Secretary for Policy and Planning at the U.S. Department of Homeland Security, following his confirmation by the U.S. Senate. Stewart oversaw agencies such as U.S. Customs and Border Protection and the Transportation Security Administration and led efforts to develop and implement policies related to immigration and travel facilitation; cargo security and international trade; transportation security; and law enforcement. He worked extensively with foreign governments, testified frequently before Congress, and served on government advisory committees on trade, tourism, and privacy.

Earlier, Stewart served as General Counsel to Senate Assistant Majority Leader Don Nickles, where he played a major role on policy issues including law enforcement, commerce, nominations, constitutional law, campaign finance, and telecommunications. He also oversaw the Senate Republican High Tech Task Force, and served as Counsel to Senate Judiciary Committee Chairman Orrin Hatch and Senate Committee on Rules and Administration Chairman John Warner.

Stewart serves on the Board of Trustees at the Migration Policy Institute, the Appalachian Trail Conservancy’s National Campaign Executive Committee, and the Future Borders Coalition Advisory Board. He formerly served as a Senior Fellow at the Center for Strategic and International Studies and on several corporate boards. He graduated from Williams College, obtained a J.D. from the University of Virginia and graduated from the Woodberry Forest School, where he served on the Board of Trustees. Stewart and his wife Jenny live in Washington, DC and are parents of three children.

JOHN MURRAY

BRYAN ALPHIN

With over a decade of experience in government relations and public policy, Bryan C. Alphin provides strategic advice and advocacy services to a diverse range of clients.

Bryan has led policy advocacy and engagement strategy for clients pertaining to antitrust, competition, children’s online safety, sports administration, athlete safety, and government access to data. He joined Monument in 2018 after serving eight years on Capitol Hill, including as a professional staff member of the U.S. House Judiciary Committee under Congressman Bob Goodlatte, where he engaged with industry, civil society, and law enforcement organizations and oversaw immigration and criminal justice programs. He also worked for Senator Judd Gregg of New Hampshire.

Bryan is skilled at helping clients navigate public policy risks and opportunities. He has coordinated interagency engagement on complex policies and negotiated changes to legislation that benefit client goals. He has a reputation for pursuing a deliberate approach to advocacy by developing and maintaining strong relationships with key stakeholders and delivering positive outcomes that influence public policy. He values promoting integrity, collaboration, and excellence in every endeavor.

Bryan graduated from the College of William & Mary in Virginia with a Bachelor of Arts in Government. He splits time between Washington, DC and his hometown in Buchanan, Virginia.

Brandon Audap

Brandon brings two decades of distinguished experience in policy and advocacy to Monument with a focus on tax, trade, and energy policy. His extensive experience includes director roles at the National Roofing Contractors Association (NRCA) and the Solar Energy Industries Association (SEIA). At SEIA, Brandon played a key role in securing two extensions of the solar Investment Tax Credits (ITC) and successfully defended the industry against tariffs. He most recently led policy for one of the largest international solar panel manufacturers. Brandon’s advocacy work extends beyond energy policy and includes several years working with family offices to combat the estate tax and higher tax rates on family businesses.

Brandon began his career on Capitol Hill as a member of the House Ways and Means Committee majority tax staff under then-Chairman Bill Thomas (R-CA).  Much of his work has required creative bipartisan strategy and a talent for coalition building.

He holds a BA from California State University, Bakersfield, and a Master’s in Public Administration (MPA) from The George Washington University.

Mark Bednar

Mark is a Principal at Monument Advocacy, where he brings more than a decade of high-level political and strategic communications experience to the firm’s Government Relations and Public Affairs practice.

Before joining Monument, Mark served as Vice President of Communications at the American Exploration & Production Council, a leading trade association representing America’s independent oil and natural gas producers.

Prior to that, Mark was Head of Communications for the 55th Speaker of the House, Kevin McCarthy, where he led message development, media relations, and strategic communications for the Office of the Speaker. Before his tenure in McCarthy’s office, he served as Communications Director for then-Congressman (now Secretary of Transportation) Sean Duffy of Wisconsin. He also worked in the U.S. Senate as Press Secretary for Senator David Perdue.

Mark holds a Bachelor of Arts from the University of Wisconsin-Madison and a Master of Arts in Public Policy from Johns Hopkins University.

BRITT BEPLER

Britt Bepler is the Chief Operating Officer & Chief People Officer at Monument Advocacy, a leading public affairs and strategic communications firm. She has over 17 years’ experience in managing complex projects and programs, overseeing financial, HR and legal affairs, driving growth and innovation, and solving problems across diverse sectors and regions.

As a member of the firm’s seven-person Senior Leadership Team, Britt helps set the vision and strategy for Monument, ensuring the alignment and integration of foundational systems, functions, and initiatives integral to the firm’s overall health and longevity. She also leads the daily operations of Monument, from M&A and new business initiatives to human resources, legal and information technology. Since joining Monument in 2017, she has been instrumental in the firm’s remarkable expansion and success, leveraging her expertise and extensive background in operations for defense and intelligence programs throughout the Middle East.

Britt holds a B.A. in International Relations from Boston University. Thereafter, she pursued a master’s degree equivalent with distinction, ranking first in her class, in Modern Standard Arabic from the American University in Cairo.

POORVIE BISHNOI

As Vice President of government relations, Poorvie brings a unique background to assist Monument’s clients navigate the federal appropriations process and an evolving geopolitical landscape. Prior to joining Monument, Poorvie conducted Congressional outreach on behalf of over 500 businesses and NGOs of the U.S. Global Leadership Coalition in support of strong funding for U.S. diplomatic programs and foreign assistance. Previously, while serving in the UN’s Secretariat’s Office of the Special Representative on Sexual Violence in Conflict, she drafted policy recommendations and facilitated strategic engagement with external stakeholders. She has also conducted research on nuclear nonproliferation in South Asia at the Stimson Center.

Poorvie holds a master’s degree in diplomacy and international commerce from the University of Kentucky and a bachelor’s degree in political science from Western Kentucky University where she spent her final semester studying at Vesalius College in Brussels, Belgium while working with the Fulbright Commission.

Jacob Boles

Jacob is a Senior Manager of Government Relations at Monument, focusing on client relationships within the technology sector. Originally from Northwest D.C., he returned to Washington after completing his Bachelor of Arts degree in Government and Psychology at Claremont McKenna College. Before joining Monument full-time, Jacob worked as a Legislative Fellow, gaining valuable experience with Congressional processes and the government relations sector.

Tatyana Bolton

Tatyana is a principal at Monument Advocacy and an accomplished cybersecurity and policy professional with extensive experience in both the private and public sectors. She leads the firm’s cybersecurity practice.

Throughout her career, Tatyana has been a leading voice in shaping cybersecurity policy at the intersection of technology, government, and national security, with a focus on creating secure, resilient systems for both the public and private sectors. She previously held the role of Senior Security Policy Manager at Google’s Security Center of Excellence in Washington, DC, where she proposed, managed, and helped launch a $60M Cyber Clinics investment.  Before joining Google, Tatyana served as the Director of the Cybersecurity & Emerging Threats program at the R Street Institute, where she was instrumental in driving fundraising efforts, exceeding the program’s fundraising target by 20 percent.

Tatyana holds a Master of Foreign Service degree in Security Studies from Georgetown University, where she graduated cum laude. She also earned a Bachelor of Arts with Honors in Political Science from The Ohio State University, graduating magna cum laude.

Katie Grant Drew

Katie Grant Drew is a top communications, policy, and political strategist with more than 15 years of experience in a leadership office on Capitol Hill. An expert in strategic communications, public affairs, brand management, and executive communications, Katie advises a wide range of corporate, association, and nonprofit clients on messaging, strategy, and tactics to establish and enhance their brand with policymakers in order to achieve their policy goals.

Prior to joining Monument, Katie served as House Majority Leader Steny Hoyer’s Communications Director and Senior Advisor. In that role, she crafted messaging and communications strategies for House Democrats on major legislation, developed and coordinated major policy initiatives, and provided crisis communications and rapid response advice. Katie oversaw communications for Hoyer’s leadership, district, and political offices and served as his national spokesperson. She also led communications on several successful Congressional campaigns.

Katie earned a B.S. in International Affairs from Georgia Tech and an M.A. in Political Science from American University.

LAWRENCE DUNCAN III

Larry Duncan is a Partner at Monument Advocacy with 30 years of experience as a lawyer, government affairs expert, and strategic advisor. Recognized by The Hill as one of the top federal lobbyists in Washington, Larry advises C-Suite executives and corporate government affairs leaders on engagement with Congress, the White House, federal agencies, and third-party groups.

Larry has extensive relationships with Democratic Members of Congress, including members of the Democratic Congressional Leadership, Congressional Black Caucus, Congressional Hispanic Caucus, and Congressional Asian and Pacific American Caucus. He represents Fortune 500 companies and national trade associations across multiple business sectors, including technology, audio and video streaming, housing, financial services, food and beverage, electric and autonomous vehicles, energy, and defense. He also serves as a policy advisor to non sibi ventures, a private equity firm with a portfolio of minority-owned technology firms.

Before joining Monument in 2020, Larry was the founder and president of Potomac Policy Advisors, a boutique government affairs and consulting firm, where he advised several major technology companies on a range of issues. Larry also worked for more than 15 years in the defense aerospace industry as a senior corporate government affairs executive at Lockheed Martin, where he handled federal and state issues, and managed a $5M corporate political action committee. Larry also practiced law for more than 7 years at two major DC firms, Patton Boggs and Verner Liipfert (now DLA Piper), where he represented several media and telecommunications clients. Larry began his professional career working on the floor of the U.S. Senate.

Over the years, Larry has supported several nonprofit organizations in the Washington, DC community. Currently, he serves on the Board of Trustees and Executive Committee for Ford’s Theatre Society. He also serves as the Vice Chair of the Gala Benefit for the Alvin Ailey American Dance Theatre, and he is the Co-Chair of the Awards Gala for the March on Washington Film Festival.

Larry holds a B.A. in Government from Harvard University, and a J.D. from the University of Virginia School of Law.

Julie Dunne

Julie Dunne is an established authority on federal procurement, federal IT modernization, cybersecurity and government management. As head of Monument’s Federal Procurement practice and a member of the cybersecurity and technology practices, she provides strategic guidance on executive branch policy and regulatory, and legislative developments.

Julie’s government experience includes senior roles at three federal agencies: the General Services Administration, Department of Homeland Security and Department of Commerce. In her most recent government service, Julie was the Commissioner of GSA’s Federal Acquisition Service, where she led an organization of 3,500 staff responsible for government-wide acquisitions valued at $75 billion. She also has had senior counsel roles at the House Committee on Oversight and Government Reform and the Senate Homeland Security and Governmental Affairs Committee where she covered acquisition and federal IT management policy and led on related oversight projects and investigations. Julie also has practiced law at two DC law firms, specializing in government contracts and trade.

Julie holds a Bachelor of Science from James Madison University, a Master of International Commerce and Policy from George Mason University, and a Juris Doctor from American University.

Caroline Edwards

Originally from Georgia, Caroline earned a Bachelor of Arts degree from the University of Georgia, where she double majored in International Affairs and Political Science and obtained a certificate in Music Business.

Kimberly Ellis

Kimberly leads Monument’s tax practice, having joined Monument in 2012 after serving as the Legislative Director for former House Ways and Means Committee chairman Kevin Brady (R-TX).   She is highly respected for her work on trade, tax and health care issues, and communicates regularly with staff and Members on the Committees on Ways and Means and Senate Finance.  Kimberly formerly served in the Office of the U.S. Trade Representative, and other private sector positions. Kimberly was previously named one of the Top Ten Trade and Tax Staffers by Roll Call, serves on the Board of Directors for the Washington International Trade Association, and is a Member of the Tax Coalition. She is a graduate of Vanderbilt University.

Roberto Estrada Lobo

As a Director on Monument’s growing Public Affairs team, Roberto provides tailored policy communications support to a wide variety of clients across multiple types of organizations, from coalitions and trade associations to large corporate clients. Roberto specializes in deploying public affairs campaigns across different mediums to deliver the right messaging at the right time to the right people, ensuring that his clients’ communication goals are being met.

Prior to joining Monument Roberto served as the Policy and Communications Manager for the Senate Special Committee on Aging, where he served as the liaison between the committee’s policy and communication teams and helped drive the committee’s work on both fronts. He previously served as a Professional Staff Member for the Committee on House Administration, where he belonged to the Communication Standards Commission staff and was responsible for reviewing and approving all taxpayer-funded communications.

Roberto graduated from the University of Illinois at Urbana-Champaign with a double degree in Communications and Political Science.

Jordan Evich

With over a decade of experience working for a senior member of the House Appropriations Committee, Jordan Evich has a deep understanding of Capitol Hill and a track record of advancing bipartisan legislation. Jordan served as Congresswoman Jaime Herrera Beutler’s top aide in DC and as her assistant on the Appropriations Committee, where she is a ranking member of a subcommittee. Overseeing the congresswoman’s diverse legislative portfolio and committee policy goals, Jordan successfully led the passage of several notable bills that were signed into law related to fisheries, tribes, and maternal health. He is a skilled negotiator, developing and maintaining strong relationships with federal agencies, leadership, committee staff, and interest groups. Jordan is passionate about helping people find solutions to complex policy issues, with particular understanding of energy and water, infrastructure, natural resources, and public health. He graduated from the University of Washington and keeps strong ties in both Washington, D.C. and Washington state.

Sam Gause

Sam is a Director of Government Relations on Monument Advocacy’s Energy and Environment team. In his role, Sam supports client engagements on various issues within the clean tech sector, including significant advocacy on Inflation Reduction Act implementation, and tailors impactful messaging for diverse audiences. He helps clients craft engagement strategies by leveraging his connections with key lawmakers on Capitol Hill and utilizing his expertise across the clean energy and sustainable transportation sectors. A passionate writer, Sam frequently provides insightful updates on political developments in Congress and the Administration.

Prior to joining Monument, Sam interned with a small government relations firm, and in Congressman Seth Moulton’s office. He graduated from Hamilton College in 2021 with a degree in World Politics. Originally from Massachusetts, Sam is an avid skier and hiker.

Mike Glymph

Mike is the Vice President of Government Relations on the Agriculture and Food Team. He brings government relations experience from the private and nonprofit sectors with deep expertise in hunger issues, child nutrition, farm bill, appropriations, spirits, and related tax policy. He helps his clients navigate these issues and others through the complex DC policy stakeholder landscape.

Prior to joining Monument Advocacy, Mike worked at Diageo, a multinational spirits and beer company, where he tackled spirits-related tax, trade, health, and retail market access legislative and regulatory issues. His career in government relations began at Feeding America, a national anti-hunger organization, where he led several successful legislative campaigns, resulting in the passage of additional nutrition funding in pandemic relief and child nutrition programs legislation. His experience also includes work on political issue-based and congressional campaigns.

Mike previously served on the boards of the Francis Marion University Young Alumni Council (Board Member) and the Greater Columbia Community Relations Council (Board Member), and he currently serves as the Board Chair for the St. Martin de Porres Catholic School Foundation. He is a native of Columbia, South Carolina, and holds a Bachelor of Science in Political Science from Francis Marion University.

Kaycie Goral

Kaycie Goral is a public affairs and digital manager dedicated to creating compelling digital narratives. In her role, Kaycie leads the strategic direction and oversees the day-to-day implementation of clients’ digital and public affairs campaigns across various sectors.

Before joining Monument, Kaycie shaped healthcare advocacy initiatives at Shmidt Public Affairs, built data-backed strategic communications campaigns with Narrative Strategies, and championed electoral reform thought leadership with FairVote and RepresentWomen. Kaycie has written on the need for electoral reform and has been published in outlets such as The Hill, Ms. Magazine, The Wrapped, and the 19th.

Kaycie graduated Magna Cum Laude from American University’s School of Communications with a master’s degree in political communications and a bachelor’s in communications and justice studies.

T.A. Hawks

T.A. Hawks leads Monument Advocacy’s Food, Ag and Conservation Practice Area and works closely with the Appropriations group at Monument as well. A former Staff Director of the Senate Agriculture, Nutrition and Forestry Committee and previously Chief of Staff, Legislative Director and Legislative Assistant to former Senate Appropriations Committee Chairman, the late Thad Cochran (R-MS), T.A. has built the practices he’s associated with since joining Monument. While on Capitol Hill, he helped negotiate and pass the 2014 Farm Bill, an omnibus bill that touches every part of rural America. Prior to this, he was the primary interface with the Senate Appropriations Committee for Cochran and worked with his committee staff on matters of concern to Mississippi and the nation on issues as varied as defense, transportation, agriculture and water.

On Capitol Hill, T.A. was a participant in the Stennis Congressional Staff Fellowship, a bipartisan, bicameral leadership development experience, and has served as a mentor in the Stennis Emerging Leadership program. He also participated in the Partnership for a Secure America study group, the Bipartisan Chiefs of Staff group, the Council on Foreign Relations Bipartisan Chiefs group, the Bipartisan Legislative Directors group, and currently co-chairs the Senate Republican Former Chiefs political donor group.

T.A. earned a Bachelor of Arts in History from the University of Tennessee, Knoxville.

Joseph Hoefer

Joseph is a government relations professional with over a decade of experience, specializing in artificial intelligence policy and its intersection with data privacy, cybersecurity, blockchain, and supply chain management. He has built a career advising clients on complex AI-related issues and crafting effective communications strategies tailored to the Washington, DC landscape.

Immediately prior to joining Monument, Joseph served as legislative counsel for a consulting firm specializing in technology policy across New York City and Washington, DC. Throughout his career, including during his time at Monument, he has worked on numerous high-profile presidential, gubernatorial, and congressional campaigns.

Joseph holds a Bachelor of Arts from the College of Charleston, a Juris Doctor from the University of South Carolina School of Law, and Certificates in Artificial Intelligence from Georgetown University and Harvard’s Kennedy School of Government, reflecting his deep commitment to staying at the forefront of AI policy and regulation.

Lilia McFarland Horder

Lilia McFarland Horder is a Principal at Monument Advocacy with 17 years of experience in government and government relations. On behalf of her clients, she works to inform the work of the federal government and Congress in the areas of food, agriculture, sustainability, nutrition, supply chain, and more. She represents Fortune 500 companies and national trade associations across multiple sectors, including food and beverage, agricultural production, biomanufacturing, animal health, sustainability, and transportation and logistics.

Prior to joining Monument Advocacy, Lilia spent nearly 13 years with the Department of Agriculture, including as the Acting Chief of Staff in the Office of the Deputy Secretary and the Acting Chief of Staff for Departmental Administration, and established and led the USDA New Farmer Program. She has worked extensively across USDA in the areas of Departmental operations, beginning farmers, food safety, trade, disaster assistance, risk management, credit, and international food security. Lilia also served as a legislative fellow in the office of Sen. Dianne Feinstein (D-CA), focused on the farm bill and agriculture appropriations.

Lilia was recognized in 2016 as a finalist for the Samuel J. Heyman Service to America medals, which recognizes federal government employees who make significant contributions to the governance of the United States. Originally from Deep East Texas, Lilia earned a B.A. in Government from the University of Texas at Austin.

Ashley Hoy

A seasoned former top aide in the U.S. Congress, Ashley provides political and strategic policy and process analysis to clients, especially those focused on high-profile political issues and legislative strategies. Before joining Monument in 2011, she spent over 12 years on Capitol Hill working in senior positions for leading Republicans which gave her unparalleled insights into the actions of Congress at the highest levels, and a unique experience in floor strategy, decision-making and policy development. She served as the Director of Coalitions for then-House Republican Whip Roy Blunt (R-MO) as well as the Senate Republican Conference Vice Chair’s office under Sen. Lisa Murkowski (R-AK).  Prior to serving as a senior leadership staffer, she served as Chief of Staff for former Rep. Sue Myrick (R-NC), a member of the Energy and Commerce and Rules Committees. A native of Charlotte, North Carolina, she is a graduate of the University of North Carolina at Chapel Hill and lives in Washington, D.C.

JILL JACKSON

A veteran award-winning journalist with deep experience covering Congress and national political campaigns, Jill Jackson advises Monument clients on how to successfully manage communications during crises and litigation, impart key messaging through strategic storytelling, and foster positive change through effective public affairs campaigns. Jill also oversees the firm’s media training and public speaking programs for clients, coaching government leaders, corporate and non-profit executives and teams across sectors including healthcare, energy and technology.   

During more than a decade on Capitol Hill, Jill reported on health care, financial and tax reforms, and efforts to overhaul the country’s immigration system. She covered seven congressional election cycles and contributed to coverage of four presidential campaigns, working with the country’s top news anchor at CBS News’ Evening News, CBS This Morning, Face the Nation, and 60 Minutes. Prior to joining Monument in 2020, Jill served as news director at National Public Radio-member station KUOW in Seattle.  

The recipient of numerous awards, Jill earned a national Emmy as a producer on Capitol Hill and a national Edward R. Murrow along with the KUOW news team for breaking news coverage. She was also part of the Monument team that earned a Silver Anvil communications award for a COVID-19 vaccine verification campaign in partnership with the Seattle Metropolitan Chamber of Commerce and King County.  

Jill is a graduate of the Henry M. Jackson School of International Studies at the University of Washington and is certified in Corporate Communication by Cornell University’s SC Johnson School of Business. She is the current president of the Seattle CityClub Board of Directors, an organization dedicated to civic education and civil dialogue.   

Peyton Kelleher

Rachel Kirkwood

As Senior Digital Manager for both the Public Affairs and Business Development teams at Monument Advocacy, Rachel Kirkwood advances the firm’s campaigns and growth by producing engaging written and visual content. With a strong background in marketing and corporate partnerships, Rachel specializes in crafting compelling narratives.

Rachel brings a wide range of experience from her previous roles as Chief of Staff at Athena Alliance and as Marketing Manager at Thrive New Orleans. At Athena Alliance, she played a key role in managing executive communications and building strategic B2B partnerships. At Thrive New Orleans, she led efforts to optimize brand presence, significantly enhancing the organization’s digital reach and engagement with stakeholders.

Rachel holds a B.A. in English and Digital Media Production from Tulane University. Her academic foundation in storytelling and digital media has equipped her with the tools to elevate voices, amplify impactful ideas, and create content that resonates across audiences. Rachel’s passion for using narrative to drive change continues to guide her work at Monument Advocacy.

Anna Nix Kumar

Anna Nix Kumar is a Principal at Monument Advocacy and a skilled communications consultant, campaign strategist, and media spokesperson with more than 15 years’ experience in the U.S. and Australia. She advises corporations, industry associations, and not-for-profit clients on policy communications, media strategy, and public affairs campaigns, working across a variety of industries including technology, agriculture, and energy. She excels at preparing clients for Congressional testimonies and high-pressure media interactions and is an expert at distilling complex issues into understandable messaging and executable strategies. Prior to Monument, Anna was a media advisor on Republican campaigns in Maryland, Florida, Virginia, and North Dakota and in the U.S. House of Representatives. Moving to Australia, she ran campaigns for the NSW Liberal Party, overseeing successful state and federal elections and four special elections, and founded a public affairs firm counseling clients on global political and campaign trends and strategic communications. Anna is a graduate of American University in Washington, DC with a degree in Public Communication and Political Science.

Will Lemke

Will is a Vice President at Monument Advocacy, where he specializes in strategic communications, litigation, government relations, and advocacy. 

Before joining Monument, Will led corporate and industry communications at Zillow Group. There, he spearheaded media relations strategies, crafted public messaging to support legislative policy objectives, and managed litigation communications for the company. Prior to Zillow, Will served as the Director of Communications and Legislative Affairs for the City of Seattle’s Human Services Department, where he directed communications strategy during the height of the pandemic. He also served as Press Secretary in several Seattle mayoral administrations, leading media relations on issues such as housing, public safety, regulatory policy, and capital projects.

In addition to his career in the private and public sectors, Will is an experienced political campaign advisor. He worked at NGP VAN and held campaign roles for several state and federal officials, including Congressman Rick Larsen, former Washington Public Lands Commissioner Peter Goldmark, and former U.S. Senator Russ Feingold.

Andrew Lock

Andrew (Andy) Lock is a Principal at Monument, specializing in lobbying and policy advisory services for the firm’s technology and cybersecurity practices. With eight years of experience as a Congressional staffer on the Senate Committee on Commerce, Science, and Transportation and the House Committee on Homeland Security, Andy has a deep understanding of technology and telecommunications legislation and oversight. His work at Monument lies at the intersection of tech/telecom and security policy, where he advises clients on policies affecting software and ICT vendors and telecommunications infrastructure. He also focuses on spectrum management, guiding vendors through spectrum reallocation challenges.

In the technology sector, Andy has worked on data privacy, identity management, and supply chain security issues. In the telecommunications area he has authored and helped pass laws impacting the broadcast, wireless, and wireline sectors. Notable achievements include efforts to end the five-year reauthorization of the Satellite Television Extension and Localism Act (STELAR), drafting the Low Power Protection Act, authorizing and securing funding for the Secure and Trusted Communications Networks Act (STCNA), and contributing to the CHIPS and Science Act to direct federal research funding towards emerging technologies.

During COVID-19, Andy played a pivotal role in passing provisions in the CARES Act, repurposing disaster assistance funding for local communities, non-profits, and airports. He has overseen USDA, FCC, FTC, and NTIA activities, including Reconnect funding, the Broadcast Incentive Auction, and the Rural Digital Opportunity Fund, and worked on spectrum management policies like the C-Band and 3.1-3.45 GHz transitions.

Andy holds an undergraduate degree from Westminster College (MO) and a master’s degree from the U.S. Naval War College, focusing on space asset protection.

Samantha Lostia

Samantha Lostia is the Director of Strategic Operations at Monument Advocacy. In this role she oversees the day-to-day operations of the DC office, ensures operational efficiency across the organization, optimizes resource allocation, and provides strategic support for the firm’s senior leadership team. Samantha’s diverse skill set spans HR, finance, and legal, making her a versatile and invaluable asset to the organization.

Before joining Monument, Samantha worked with municipalities, served as a legislative fellow on Capitol Hill, and worked as a corporate paralegal for pre-seed to late-stage financing startups. Additionally, she was a logistician in the Marine Corps Reserves.

Samantha holds a Master of Arts in Public Leadership from the University of San Francisco and a Bachelor of Arts in Political Science with a minor in history from the University of California Davis.

MATT MCALVANAH

As a Managing Partner at Monument, Matt leads the firm’s public affairs, policy communications, and digital teams. Matt has spent his career at the intersection of communications and policy – on both ends of Pennsylvania Avenue. He offers clients a keen understanding of not only how their priorities will play in the White House, cabinet agencies and on Capitol Hill, but also how they impact the broader public debate.

Matt’s expertise comes from managing high-stakes communications debates for a cabinet-level agency, numerous Senate Committees, and for a member of the Senate leadership. Prior to joining Monument, Matt served in the Obama Administration as Assistant U.S. Trade Representative, spearheading policy communications for the Administration on trade and international investment issues. Prior to USTR, Matt served as Communications Director to U.S. Senator Patty Murray, the senior Senator from Washington state and Senate Appropriations Committee Chairman.

Rebecca Mehra

Rebecca Mehra is a Director of Public Affairs at Monument Advocacy’s Seattle practice, specializing in strategic communications and public affairs. Her background spans local government, nonprofits, campaigns, and professional athletics.

Before joining Monument, she led outreach and communications at Bras for Girls, providing 33,000+ middle school girls in Washington with necessary athletic gear. Previously, she served as Communications Director to the Mayor of Bend, Oregon, managing messaging on key policy issues and crisis communications. She also ran several successful political campaigns.

Rebecca spent 8 years as a professional track and field athlete, where she represented elite running brands at national and international competitions. She is passionate about access to exercise and women’s sports, which she channels into her service on the USA Track and Field Foundation Board, and as a volunteer high school cross country coach.

Rebecca holds a Master’s in Communication and a Bachelor’s in International Relations with Honors from Stanford University.

Max Meyers

Max works as a Manager of Public Affairs specializing in supporting clients based in the Pacific Northwest. Max grew up in the Seattle metro area before attending the University of Washington where he completed a Political Science degree. While at the University Max worked as a contributing writer for the school’s paper, on campaigns for local politicians and as a freelance videographer.

KATE CHRISTENSEN MILLS

Kate Christensen Mills is a partner at Monument Advocacy and leads the firm’s travel and transportation practice and the immigration specialty area. Kate’s expertise is in the homeland security, national security, immigration, and travel sector, but she also works extensively on technology and competition matters for clients.

An attorney with decades of government service, Kate draws on her experience in both the executive and legislative branches to help clients navigate complex policy matters. Through her strategic insights and nuanced understanding of policy dynamics, Kate has scored significant victories for clients in a wide range of issues.

Prior to joining Monument Advocacy, Kate served as an Assistant Director and a Deputy Assistant Director at U.S. Immigration and Customs Enforcement (ICE) for over five years. In these roles, Kate demonstrated leadership in strategic planning, legislative analysis, and stakeholder engagement, contributing significantly to the advancement of complex policy matters.  Kate also served as senior counsel to Representative Zoe Lofgren, where she honed her skills in navigating legislative processes and advocating for key policy objectives. Prior to her federal service, Kate was the Assistant Director at the University of Maryland Center for Health and Homeland Security and began her career in federal service at the Federal Election Commission.

Kate is a graduate of Notre Dame of Maryland University and received her J.D. from the University of Maryland Francis King Carey School of Law.

Nick Miner

Nick is a government relations professional with more than a decade of experience and specializes in energy and environmental issues. He works on a wide range of clients the span virtually the entire energy sector and the key issues before Congress and the White House. With extensive experience in both policy and communications, he helps provide clients with comprehensive solutions to their key problems. 

Before joining Monument Advocacy, Nick worked with a wide range of environmental and conservation groups in Washington, DC. In that capacity, his focus was on bipartisan legislation and working in, and with, rural communities.   

Nick attended the University of Wisconsin-Madison and University of Florida and lives in Maryland with his wife and young son.  

JOHN P. MULLIGAN

John Mulligan leads Monument’s Energy and Environment practice, where he guides clients through the intricate policy and business challenges in the energy, climate, and sustainability sectors. Under his guidance, Monument has achieved critical victories for clients, particularly through the Inflation Reduction Act (IRA), the appropriations process, and the National Defense Authorization Act (NDAA), helping to advance their strategic business and policy goals. 

A Capitol Hill veteran, John previously served as Legislative Director and Chief of Staff to U.S. Rep. Adam Smith (D-WA), now the Ranking Member on the House Armed Services Committee. In this capacity, he managed the Congressman’s HASC, technology, and telecommunications portfolios and the Congressman’s House New Democrat Coalition activities. 

John also brings a wealth of private sector experience in the energy industry. He established the DC office for BrightSource Energy, a leader in solar technology, and co-founded an energy consulting firm in Seattle. Additionally, he was the Managing Director of Corporate Affairs at Imperium Renewables, a pioneering biofuel company. 

Beyond his professional achievements, John and his family are dedicated advocates for ALS research, actively supporting IAMALS. He holds a bachelor’s degree from Seattle University and a master’s degree from American University.  

Andrew Naioti

Andrew is a Senior Manager of Government Relations, providing public policy support to our clients in the Energy and Environment space. Before joining Monument, he worked in circularity and sustainability policy at the American Chemistry Council, the industry association representing plastic makers and members of the recycling value chain. He also interned in the House for the late Congresswoman Louise Slaughter, in the Senate for then-Minority Leader Chuck Schumer, and as a Public Affairs Assistant at Avoq. Originally from Canandaigua, New York, Andrew graduated from George Mason University with degrees in political science and American history.

TIM PUNKE

Tim Punke serves as Monument’s West Coast Managing Partner and head of the firm’s sustainability practice.  His 30 years of advocacy experience includes work in all three branches of government, national political campaigns, senior executive positions in two publicly traded companies, and for most of the last 17 years, as a partner at Monument Advocacy. Tim’s corporate positions included serving as a Senior Vice President at Plum Creek, and then Weyerhaeuser.  In both roles, Tim reported to the CEO, overseeing government relations, corporate communications, public affairs, sustainability and community engagement.  In government, Tim served as an International Trade Advisor in the Clinton White House, Chief International Trade Counsel for the Senate Finance Committee, and as a law clerk for the Ninth Circuit Court of Appeals. He holds an undergraduate degree from Cornell University, and a J.D. from Cornell Law School.

Nicole Rodgers Houston

Nicole Rodgers Houston leads the firm’s marketing, business development, and visibility initiatives, developing and executing strategies that foster recognition and drive meaningful engagement. She collaborates closely with Monument’s dedicated team of professionals, ensuring their collective efforts and initiatives align with the firm’s mission and values. As Head of Business Development and Brand Strategy, Nicole brings a unique blend of strategic vision and creativity to advance and promote Monument Advocacy’s dynamic capabilities. She is also a member of the firm’s seven-person Senior Leadership team that works across practices and helps set strategy and vision for the firm.

During her 20+ years working in professional services marketing and branding, Nicole has honed a versatile skill set that combines traditional marketing methodologies with cutting-edge strategies to craft programs and campaigns that resonate with the firm’s diverse audience, elevate its market presence, and cultivate brand awareness.

Nicole holds a bachelor’s degree in business administration from The Pennsylvania State University and an M.B.A. from George Mason University. Before joining Monument, she held key roles at some of the nation’s largest law firms, where she successfully steered their branding, visibility, and marketing endeavors.

Chauncey Seeger

Chauncey Seeger is a Government Relations Manager who kickstarted his career with Monument through the firm’s esteemed Fellows Program. He works with a variety of clients across a range of industries including energy, environment, and trade. Prior to joining the firm, Chauncey honed his knowledge of transportation and technology policy at Elevate Government Affairs.

Chauncey supports both clients and the Monument team by conducting policy research, identifying targets for outreach, and preparing a variety of communications pieces.

Originally from Chicago, Chauncey graduated from the University of Michigan, where he majored in International Security and History and minored in French.

Kati Sills

Kati Sills is a seasoned public affairs professional with extensive experience in shaping executive messaging that stands out in today’s fast-paced media environment. As vice president of public affairs at Monument Advocacy, she focuses on creating impactful communications that enhance audience engagement and avoid common pitfalls.

Kati brings over 15 years of experience in public affairs, including her time as a communications director and deputy chief of staff to U.S. Representative Denny Heck. During her five years leading his communications, she designed and executed communications plans to promote the Congressman’s initiatives and facilitated numerous media interactions, including more than 65 live television interviews. Heck highlighted her speechwriting skills in his memoir, noting her talent for finding unique stories that effectively conveyed his messages.

After spending over a decade in Washington, DC, Kati moved to the Pacific Northwest and joined Microsoft’s global public affairs division. In this role, she supported the executive communications for the executive leading the company’s data privacy and regulatory affairs efforts, and supported leaders in the Corporate, External, and Legal Affairs group on state and local initiatives.

A graduate of Northwestern University, Kati resides in the Seattle area where she stays active in her community by serving as a United Way of King County Change Maker and on the City of Bothell Planning Commission.

Troy Stock

Troy is a Principal at Monument and advises clients on privacy and technology issues. He leads efforts related to data privacy, lawful access, content moderation, cross-border data flows, and other privacy related issues.

Prior to joining Monument, Troy worked on Capitol Hill for over a decade. He served as counsel to Congressman Jason Chaffetz (R-Utah), staff director for the Subcommittee on Information Technology on the House Oversight and Government Reform Committee under Chairman Will Hurd (R-Texas), and as policy counsel on the Senate Republican Policy Committee under the leadership of Senator Roy Blunt (R-Mo.). At the Oversight Committee Troy worked on legislation to modernize government IT and led bipartisan Congressional investigations into cyberattacks and data breaches. At the Republican Policy Committee Troy worked to educate Republican Senators and staff in a wide array of technology, cybersecurity, and privacy topics.

Troy is a founding member of the Congressional Tech Staff Association. He has a B.A. in Political Science from Brigham Young University and a J.D. from Duke University School of Law.

RICH THOMAS

Rich is a seasoned DC veteran and political operative who is well known for his extensive bipartisan contacts throughout the federal government. As the head of Monument’s trade practice, Rich has been involved in every major trade negotiation over the last 20 years and works closely with clients on issues related to market access, intellectual property protection, and export controls. Rich is also well-versed in U.S.-China relations and has had particular success navigating the bilateral relationship for clients in the pharmaceutical, semiconductor, and technology sectors. The former Legislative Director to Rep. Bill Pascrell, Jr. (D-NJ), Rich has strong ties to the House Ways and Means and Senate Finance Committees and also works closely with Democratic House Leadership and the New Democrat Coalition. A campaign veteran in New Jersey, Wisconsin, and Illinois, he is a graduate of the University of Wisconsin-Madison.

BEN TUGENDSTEIN

Ben Tugendstein is a Vice President on Monument’s Public Affairs team, where he specializes in providing public policy communications support for a diverse range of clients, including coalitions, trade associations, corporate clients, and non-profit organizations. His expertise spans Monument’s practice areas, allowing him to develop tailored campaigns that have achieved significant success for clients. These campaigns often include policy-centered events both in DC and outside the Beltway, as well as strategies that involve owned, paid, and earned media.

Prior to joining Monument in 2021, Ben served as a Marketing Manager at Katz, Marshall & Banks, LLP, an employment law firm in Washington DC, where he managed the firm’s communications and marketing efforts.

Ben is a graduate of the University of Maryland where he earned a double major in political science and economics.

WINDA WANIKPUN

Winda is a designer and creative specialist experienced in delivering visually impactful communications campaigns to audiences across the country. As Senior Manager of Digital & Public Affairs, Winda’s specialty lies in digital advertising creative, web design, and creative direction. She works with a variety of clients, ranging from Fortune 500 companies to nonprofit advocacy campaigns, on delivering the most visually compelling stories in the DC arena.

Winda is originally from Bangkok, Thailand and holds a bachelor’s degree with a concentration in government from Hamilton College.

Ciara Watson

As Senior Manager of Public Affairs, Ciara brings her expertise in strategic communications, public policy analysis, and advocacy to the work that she does for clients. With a background in foreign policy and political communications, she crafts narratives and fosters stakeholder engagement to advance policy initiatives.

Prior to joining Monument, Ciara supported the senior leaders in the Climate, Energy, and Transportation Division at ICF. Her role involved critical coordination and communication tasks that contributed to the successful execution of complex projects across the organization. Ciara also served as a Program Analyst at SAIC, where she played a key role in supporting U.S. Department of Justice missions across Latin America, Africa, and Southeast Asia.

Ciara combines a deep understanding of global policy dynamics with advanced skills in strategic communication and global policy advocacy. While pursuing her graduate degree in Florence, Italy, she engaged with European Union officials on issues related to social and economic policies across Europe. She holds both a Bachelor of Arts and a Master of Arts in Political Science from James Madison University.

Carlye Winfrey

Carlye Winfrey is a Government Relations Manager on Monument’s Food and Agriculture team leveraging her experience in communications and public policy within the agriculture and foreign affairs sectors.

Prior to joining Monument, Carlye interned with the House Committee on Agriculture where she focused on the most recent farm bill and participated in the Stennis Program for Congressional Interns. She also worked at the U.S. Department of State with the Bureau of Global Public Affairs and at the U.S. Agency for International Development (USAID) where she worked on press relations, media monitoring, and analysis.

Originally from Seminole, Texas, Carlye earned a Bachelor of Science in Agricultural Communications from Texas Tech University.

John Weber

John is a Principal at Monument Advocacy and serves clients in the Food and Agriculture and Transportation practices. He specializes in supply chain issues and logistics, and also advises clients on agriculture, trade, environment, natural resources, tax, and energy.

John knows what it takes to break through the noise on Capitol Hill and communicate nuanced policy matters. Prior to Monument, John served as the Legislative Director for U.S. Rep. Dusty Johnson and as committee staff for the House Agriculture Committee under the leadership of Chairman Conaway. During his time on the Agriculture Committee, John negotiated the conservation, forestry, livestock, energy, and credit issues throughout the drafting of the 2018 Farm Bill. He began his career on Capitol Hill with former U.S. Rep. Kristi Noem and graduated from South Dakota State University with a degree in Animal Science and Agriculture Business.

Jordan Wood

Jordan Wood is a Vice President of Public Affairs with experience that spans across The White House, Senate, House of Representatives, and the private sector. From the most influential political leaders to CEOs, he specializes in crafting story-led narratives and content development to help shape public opinion. Prior to joining Monument, Jordan was the Associate Director of Speechwriting for Vice President Mike Pence, where he crafted speeches during the 2020 presidential campaign and the Vice President’s official duties.

Before the White House, he was a speechwriter for Senator Deb Fischer and helped communicate the Senator’s priorities on the influential Senate Armed Services and Senate Commerce Committees. Previously, Jordan was a legislative correspondent for then-Majority Leader Mitch McConnell and began his career as a staff assistant for Congressman Brett Guthrie.

Jordan’s work has been published in The Wall Street Journal, Washington Post, New York Times, Fox News, Rolling Stone, Forbes, and more. Jordan earned a bachelor’s degree from Asbury University and lives in Northern Virginia with his wife and two children.

Claire Zavrel

Claire Zavrel is a Senior Government Relations Manager at Monument, where she provides public policy support and analysis for clients in the Food & Agriculture sector.

Claire’s experience spans the clean energy, transportation, veteran, tribal affairs, and housing sectors. Prior to joining Monument, she was a Senior Associate at Signal Group DC, where she supported diverse client portfolios and gained first-hand experience in public policy and legislative processes. She also previously interned in multiple offices within the U.S. House of Representatives including for Rep. Ralph Norman (R-SC-05), Rep. Joe Wilson (R-SC-02), and Rep. Don Beyer (D-VA-08).

A Northern Virginia native, Claire earned her Bachelor of Arts degree in International Relations and Spanish from Wofford College.

POORVIE BISHNOI

As Vice President of government relations, Poorvie brings a unique background to assist Monument’s clients navigate the federal appropriations process and an evolving geopolitical landscape. Prior to joining Monument, Poorvie conducted Congressional outreach on behalf of over 500 businesses and NGOs of the U.S. Global Leadership Coalition in support of strong funding for U.S. diplomatic programs and foreign assistance. Previously, while serving in the UN’s Secretariat’s Office of the Special Representative on Sexual Violence in Conflict, she drafted policy recommendations and facilitated strategic engagement with external stakeholders. She has also conducted research on nuclear nonproliferation in South Asia at the Stimson Center.

Poorvie holds a master’s degree in diplomacy and international commerce from the University of Kentucky and a bachelor’s degree in political science from Western Kentucky University where she spent her final semester studying at Vesalius College in Brussels, Belgium while working with the Fulbright Commission.

Katie Grant Drew

Katie Grant Drew is a top communications, policy, and political strategist with more than 15 years of experience in a leadership office on Capitol Hill. An expert in strategic communications, public affairs, brand management, and executive communications, Katie advises a wide range of corporate, association, and nonprofit clients on messaging, strategy, and tactics to establish and enhance their brand with policymakers in order to achieve their policy goals.

Prior to joining Monument, Katie served as House Majority Leader Steny Hoyer’s Communications Director and Senior Advisor. In that role, she crafted messaging and communications strategies for House Democrats on major legislation, developed and coordinated major policy initiatives, and provided crisis communications and rapid response advice. Katie oversaw communications for Hoyer’s leadership, district, and political offices and served as his national spokesperson. She also led communications on several successful Congressional campaigns.

Katie earned a B.S. in International Affairs from Georgia Tech and an M.A. in Political Science from American University.

C. STEWART VERDERY, JR.

After founding Monument Advocacy in 2006, Stewart has been the driving force behind the organization’s evolution into one of Washington’s premier advocacy firms. Stewart has served in high-ranking government positions and acts as a senior advisor to many of the world’s best-known corporate brands. Washingtonian has named Stewart one of the most influential people shaping tech and telecom policy, and he regularly appears on prominent media outlets.

Stewart served as the first Assistant Secretary for Policy and Planning at the U.S. Department of Homeland Security, following his confirmation by the U.S. Senate. Stewart oversaw agencies such as U.S. Customs and Border Protection and the Transportation Security Administration and led efforts to develop and implement policies related to immigration and travel facilitation; cargo security and international trade; transportation security; and law enforcement. He worked extensively with foreign governments, testified frequently before Congress, and served on government advisory committees on trade, tourism, and privacy.

Earlier, Stewart served as General Counsel to Senate Assistant Majority Leader Don Nickles, where he played a major role on policy issues including law enforcement, commerce, nominations, constitutional law, campaign finance, and telecommunications. He also oversaw the Senate Republican High Tech Task Force, and served as Counsel to Senate Judiciary Committee Chairman Orrin Hatch and Senate Committee on Rules and Administration Chairman John Warner.

Stewart serves on the Board of Trustees at the Migration Policy Institute, the Appalachian Trail Conservancy’s National Campaign Executive Committee, and the Future Borders Coalition Advisory Board. He formerly served as a Senior Fellow at the Center for Strategic and International Studies and on several corporate boards. He graduated from Williams College, obtained a J.D. from the University of Virginia and graduated from the Woodberry Forest School, where he served on the Board of Trustees. Stewart and his wife Jenny live in Washington, DC and are parents of three children.

BRYAN ALPHIN

With over a decade of experience in government relations and public policy, Bryan C. Alphin provides strategic advice and advocacy services to a diverse range of clients.

Bryan has led policy advocacy and engagement strategy for clients pertaining to antitrust, competition, children’s online safety, sports administration, athlete safety, and government access to data. He joined Monument in 2018 after serving eight years on Capitol Hill, including as a professional staff member of the U.S. House Judiciary Committee under Congressman Bob Goodlatte, where he engaged with industry, civil society, and law enforcement organizations and oversaw immigration and criminal justice programs. He also worked for Senator Judd Gregg of New Hampshire.

Bryan is skilled at helping clients navigate public policy risks and opportunities. He has coordinated interagency engagement on complex policies and negotiated changes to legislation that benefit client goals. He has a reputation for pursuing a deliberate approach to advocacy by developing and maintaining strong relationships with key stakeholders and delivering positive outcomes that influence public policy. He values promoting integrity, collaboration, and excellence in every endeavor.

Bryan graduated from the College of William & Mary in Virginia with a Bachelor of Arts in Government. He splits time between Washington, DC and his hometown in Buchanan, Virginia.

BRITT BEPLER

Britt Bepler is the Chief Operating Officer & Chief People Officer at Monument Advocacy, a leading public affairs and strategic communications firm. She has over 17 years’ experience in managing complex projects and programs, overseeing financial, HR and legal affairs, driving growth and innovation, and solving problems across diverse sectors and regions.

As a member of the firm’s seven-person Senior Leadership Team, Britt helps set the vision and strategy for Monument, ensuring the alignment and integration of foundational systems, functions, and initiatives integral to the firm’s overall health and longevity. She also leads the daily operations of Monument, from M&A and new business initiatives to human resources, legal and information technology. Since joining Monument in 2017, she has been instrumental in the firm’s remarkable expansion and success, leveraging her expertise and extensive background in operations for defense and intelligence programs throughout the Middle East.

Britt holds a B.A. in International Relations from Boston University. Thereafter, she pursued a master’s degree equivalent with distinction, ranking first in her class, in Modern Standard Arabic from the American University in Cairo.
