WASHINGTON – Monument Advocacy today announced the hiring of Alexa Fox as a Vice President in the Food & Agriculture practice, strengthening the firm’s capacity to serve clients across agriculture, resources, trade, transportation and sustainability policy.
Fox joins Monument following nearly a decade on Capitol Hill in the Office of Congressman Jim Costa (D-Calif.), where she most recently served as Senior Legislative Assistant. In that role, she managed a broad policy portfolio spanning the Agriculture Committee, Homeland Security, Trade, and Transportation and Infrastructure, and served as the lead Democratic staffer on Farm Bill-related task forces in the Democratic Caucus.

Fox also oversaw several successful coalition-building efforts to address supply chain disruptions during the COVID-19 Pandemic, including the passage and signing of the Ocean Reform Shipping Act.

Alexa Fox brings nearly a decade of Capitol Hill experience to Monument Advocacy, where she is as a Vice President in the Food & Agriculture practice. Most recently, she served as Senior Legislative Assistant in the Office of Congressman Jim Costa (D-Calif.), managing a portfolio spanning the Agriculture Committee, Homeland Security, Trade, and Transportation and Infrastructure. She was the lead Democratic staffer on Farm Bill-related task forces in the Democratic Caucus and played a central role in the passage and signing of the Ocean Shipping Reform Act. Previously, she spent years handling the Congressman’s Natural Resources Committee work.
Alexa also served as a Congressional Fellow with the Atlantic Council’s Eurasia Program, focusing on Russian influence operations, Central Asian and Caucasus regional politics, and energy security.
She holds a Master of Science in Sustainability Management from American University, with concentrations in environmental and energy policy, climate risk assessment, and supply chain management, and dual Bachelor’s degrees in History and International Relations from Fresno Pacific University.
