John Mulligan leads Monument’s Energy and Environment practice, where he guides clients through the intricate policy and business challenges in the energy, climate, and sustainability sectors. Under his guidance, Monument has achieved critical victories for clients, particularly through the Inflation Reduction Act (IRA), the appropriations process, and the National Defense Authorization Act (NDAA), helping to advance their strategic business and policy goals. 

A Capitol Hill veteran, John previously served as Legislative Director and Chief of Staff to U.S. Rep. Adam Smith (D-WA), now the Ranking Member on the House Armed Services Committee. In this capacity, he managed the Congressman’s HASC, technology, and telecommunications portfolios and the Congressman’s House New Democrat Coalition activities. 

John also brings a wealth of private sector experience in the energy industry. He established the DC office for BrightSource Energy, a leader in solar technology, and co-founded an energy consulting firm in Seattle. Additionally, he was the Managing Director of Corporate Affairs at Imperium Renewables, a pioneering biofuel company. 

Beyond his professional achievements, John and his family are dedicated advocates for ALS research, actively supporting IAMALS. He holds a bachelor’s degree from Seattle University and a master’s degree from American University.
