Monument Advocacy Adds Two New Leaders, Strengthens Capabilities at the Intersection of Technology and Health
WASHINGTON – Monument Advocacy today announced the hiring of two senior leaders, Roslyn Docktor and Anderson Heiman, marking a significant expansion of the firm’s capacity to operate at the rapidly converging intersection of technology, artificial intelligence, health care, and public policy.
Roslyn Docktor joins Monument as a Principal in the firm’s health care practice and will serve as Executive Director of the Health Innovation Alliance, a Monument-run coalition working to expand technology-enabled care and drive innovation throughout the health care system. Anderson Heiman will rejoin Monument as a Principal (he was previously at the firm from 2019 – 2022) and lead the firm’s technology and telecommunications practice. Together, they will strengthen Monument’s ability to advise clients and partners on some of the most complex and consequential challenges shaping the future of health and technology.

Docktor brings two decades of government relations experience driving policy outcomes in highly regulated, data-driven environments. Previously, she led government and regulatory affairs at IBM, advancing responsible AI language adopted across administrations and securing major legislative wins, including provisions in the CHIPS & Science Act and the 21st Century Cures Act. Her career spans senior roles across government and enterprise, including leading White House technology collaborations and serving on the Partnership on AI Board.
Heiman brings over a decade of experience in technology policy and government affairs. From 2012-2019, he served as a technology, tax, and trade policy advisor at the Senate Finance Committee for Senator Ron Wyden (D-Ore.). Following his work in public service, Heiman was a Principal at Monument before working as a Director of Global Public Policy at Atlassian, a software and collaboration company.
The hires come as policymakers navigate the rapid deployment of AI in health care, advances in biotechnology, and growing concerns around safety, access, and accountability.

He began his career on the Democratic staff of the U.S. Senate Committee on Finance, where he held roles including Senior Advisor for Technology and Trade, International Competitiveness and Innovation Advisor, and Tax Policy Analyst, advising on critical issues affecting the digital economy, competition, and regulation.
Following his Senate tenure, Heiman joined Monument’s Technology Practice and then served as a Director of Global Public Policy at software company, Atlassian.
